About the Conference

 

The 17th session of the Council of Europe Conference of Ministers Responsible for Local and Regional Government (hereafter – Conference) will be held on 3-4 November 2011 in Kyiv. The Conference will be hosted by the Minister of Regional Development, Construction and Municipal Economy of Ukraine Mr Anatoliy Blyznyuk.

The Conference will be held in the framework of the Ukrainian Chairmanship of the Committee of Ministers of the Council of Europe (May to November 2011).

Strengthening and developing local and regional governance is a primary task for all of us. The current economic and financial situation makes this priority all the more urgent.

 

The main goal of the Conference is to consider the most important political issues in the field of local and regional democracy: the impact of economic crisis on local and regional government and policies to deal with the crisis, ensure recovery and tackle long-term societal challenges; respect for and promotion of human rights at local and regional level; the role of central governments in removing obstacles to cross-border cooperation.

 

Moreover, within the context of the reform of the Council of Europe, Ministers will look to the future of intergovernmental co-operation on local and regional democracy in the light of the reviews carried out by the Third Vice-President of the Government, Minister of Territorial Policy and Public Administration of Spain, Mr Manuel Chaves and the proposal for a partnership between the Committee of Ministers of the Council of Europe and the Conference, prepared by the Minister of Public Administration and Local Government of Finland, Mr TapaniTölli, and the response by the Committee of Ministers.

 

The preparatory work of the Conference has been entrusted to the European Committee on Local and Regional Democracy (CDLR) of the Council of Europe. The Ukrainian authorities have established an Organizing Committee (hereafter – Committee) and adopted an Action Plan in September 2010 in compliance with the Order of the Cabinet of Ministers of Ukraine №1913. Since July 2011 the Committee has been headed by the Minister of Regional Development, Construction and Municipal Economy of Ukraine Mr Anatoliy Blyznyuk.

 

The Committee meetings take place twice per month.
